
Our Position on the 371 Overpass

As you may know, MNDOT has proposed a major redesign of the Hwy 371/210 interchange in Baxter. The plan calls for a 371 overpass and multiple roundabouts in what is known as the “buttonhook” design. It is intended to improve safety and move traffic more efficiently, but it also changes how people access Baxter’s commercial core. Instead of direct routes to access businesses, drivers would face a system that is unusual and less intuitive.
The Chamber has worked on this project since 2023, hosting meetings, gathering input and surveying more than 70 Baxter employers. We have consistently heard concerns about reduced visibility, difficult access, potential revenue losses, and even possible closures or relocations. Many worry that visitors will be discouraged by the confusing loops and backtracking.
Based on the quantity and alarm expressed in member feedback, we are opposing the buttonhook design and advocating for simpler, more direct access.
This is not an issue we take lightly. Our Board of Directors and Government Affairs Committee only engage when the stakes are high. This project will not only shape the future of Baxter’s commercial core but the entire Lakes Area economy.
The Baxter City Council must now decide whether to approve MNDOT’s design, with two key dates ahead:
Special Business Work Session
Tuesday, October 21 at 5:30 PM, Baxter City Hall
Public Hearing
Monday, November 3 at 6:00 PM, Forestview Middle School

We need the Council to understand these concerns are widely shared, not just the voices of a few. Signing these letters is an important way to demonstrate that area employers are paying attention and want a design that works for both traffic and commerce.
